Why carry-on limits trip people up
There is no global carry-on standard. A bag that fits one airline can be too large for the next, and some airlines also enforce a cabin-bag weight limit.
Measure including handles and wheels because airlines usually count them. If your bag is very close to the limit, soft bags may compress a little, hard shells usually do not, and enforcement can vary by route, airport, and how full the flight is.
